Cathy Rought Jacobson

Integritas Public Affairs

Cathy Rought Jacobson, a seasoned public affairs strategist and government relations expert, is the founder of Integritas Public Affairs, where she designs and leads high-impact campaigns that drive progress in major policy debates and works with clients to develop strategic plans. With a background in federal, state, and local public affairs intersectionality, she brings deep expertise in shaping complex, multi-faceted advocacy efforts.

During her nine years at BerlinRosen, Cathy built and led the firm’s regional public affairs division, spearheading campaigns across the Northeast and federal external affairs initiatives on issues ranging from infrastructure and energy to social justice and housing. Her work has spanned securing funding for the National Park System’s deferred maintenance, advocating for economic development tax incentives, supporting offshore wind energy expansion, and advancing policies to protect public health and vulnerable communities. She also served as a practice Chief of Staff at the Podesta Group.

Beyond her professional endeavors, Cathy is deeply involved in her community. She serves on the boards of Let’s Talk Menopause, the Highland Business Association, and HOST, a Hudson Valley arts festival. She was recently appointed to the town of Lloyd’s Comprehensive Planning Implementation Committee and volunteers as a firefighter. A dedicated practitioner of Transcendental Meditation (TM), she finds balance through outdoor adventures, gardening, and life in the foothills of the Catskills and Shawangunks in Ulster County, NY—where she lives with her husband, daughter, and an exceptionally lazy cat. She frequently commutes along the Northeast Corridor and has a particular fondness for Amtrak’s cheese sampler.
